IOF Kills Palestinian and Escalates Its Attacks on Gaza Strip<br>Al Mezan Condemns New Israeli Escalation and Calls on International Community to Promptly Intervene

The Israeli Occupation Forces (IOF) have escalated their aggression against the Gaza Strip, extrajudicially killing four Palestinians, including a child.
 Israeli aircraft attacked a Palestinian civilian car, killing two people and injuring four passersby.
 The IOF also attacked a motorcycle in the Az-Zaitoun neighborhood.
 Ongoing Israeli attacks on a military training site caused the immediate death of a father, also fatally injuring one of his sons and leaving 11 people with lesser injuries, including the wife of the deceased; four of his children, one of whom was critically injured; and the family’s grandmother.
 The remainder of the injured in this attack were other residents of the area.
 The total number of people killed in all attacks to date is four, including one child.
 15 people have been injured, including five children and three women.
  According to field investigations by the Al Mezan Center for Human Rights, at approximately 2:08 am on Friday, 9 December 2011, Israeli aircraft carried out three aerial attacks on a training site west of the Al Magousi towers in the west of An-Naser neighborhood, western Gaza City.
 As a result, two adjacent houses were destroyed over the people inside.
 One of the houses belonged to Bahjat Ramadan Az-Za’lan, 37; it was asbestos-roofed and about 100 square meters in area.
 The second house belonged to his brother, Ramadan Yousif Az-Za’lan, 30; it was asbestos-roofed and about 100 square meters in area.
  As a result of the attack, Bahjat Ramadan Az-Za’lan, 37, was killed.
 In the early morning hours of the same day, medical sources announced the death of Bahjat’s son, Ramadan, 10.
 11 persons were injured in the attack; three of them are Bahjat’s sons, along with his wife and his mother.
 Al Mezan has identified the injured as follows: ·         Yousif Bahjat Az-Za’lan, 8; ·         Eman Bahjat Az-Za’lan, 5; ·         Ahmed Bahjat Az-Za’lan, 6 months; ·         Bahjat’s wife Sa’ada Na’em ‘Arowq, 30; ·         Bahjat’s mother Halema Hasan Az-Za’lan, 58; ·         Halema Ahmed Abu Al ‘Amreen, 40; ·         Tahreer Mohammed Dahalan, 22; ·         Adham Mohammed Abu Hamda, 8; ·         Marwan ‘Adnan Al ‘Ashi, 57; ·         Fahed Emad ‘Afana, 21; and ·         ‘Abdel Rahman Mohammed Abu Al Kheer, 5.
  In a separate incident, at approximately 8:30 pm on Thursday, 8 December 2011, an Israeli aircraft fired a missile targeting a motorcycle that was travelling near Al Yazji bakery on Salah Ad-Din street in the south of Az-Zaitoun neighborhood, in the southeast of Gaza City.
 The driver of the motorcycle managed to escape.
 No casualties or injuries were reported.
  At approximately 12:50 pm on Thursday, 8 December 2011, an Israeli aircraft fired a missile targeting a grey Peugeot car travelling west on Omar Al Mukhtar street, opposite the Municipality Garden in Gaza City.
 As a result, two people in the car were killed.
  Al Mezan has identified them as follows: ·         ‘Issam Subhai Al Battesh, 43, and ·         His cousin Subhi ‘Alaa Al Battesh, 20.
  Four passersby were also injured in the attack.
 Al Mezan has identified them as follows: ·         Nael Jameel Al Qeshawi, 37; ·         Waleed ‘Abdel Ra’ouf Hamouda, 28; ·         Mu’tasem Darwesh Abu Al Khaeer, 18; and ·         Suhail Mu’awad Haroun, 25.
  A bus carrying a number of school students, which was travelling near the car attacked, was also damaged.
 None of the children were injured.
  The Al Mezan Center for Human Rights condemns Israel’s disregard for the civilian victims and objects struck in its attacks, and strongly condemns its extrajudicial killing of Palestinians.
 It also condemns Israel’s ongoing killing and destruction, as civilians and their houses are either direct targets or victims of Israel’s disregard for Palestinian life.
 Al Mezan asserts that this conduct amounts to a serious escalation on Israel’s part.
 Israel has officially adopted these attacks at the highest level and has followed them with mounting threats to conduct further extrajudicial killings and to expand its ongoing aggression on the Gaza Strip.
  Al Mezan reiterates its position that the latest Israeli attacks, their official endorsement, and the threats to continue such breaches of international humanitarian law (IHL) are a declaration by Israel that its disregard for its international law obligations can only be expected to continue.
 These developments also come against the backdrop of the international community’s failure to uphold its obligations under international law, which will only encourage Israel to commit more grave breaches of IHL, especially given that no Israeli commanders or officials have been brought to justice for their violation of international law.
  Al Mezan asserts that the current extrajudicial killing represents another flagrant breach of international law and is part of a series of serious Israeli violations committed against Palestinian citizens and their property in the occupied Palestinian territory (oPt).
 Extrajudicial killings are a gross and flagrant violation of international law, particularly the Fourth Geneva Convention.
 International law bans extrajudicial, summary, or arbitrary execution, whatever the reasons may be, and also bans the targeting of civilians and civilian objects as well as disregard for civilian lives.
  In light of the above, the Al Mezan Center for Human Rights calls on the international community, particularly the High Contracting Parties to the Fourth Geneva Convention, who are obliged under the Convention to respect it in all cases, to promptly intervene to end Israel’s continued violation of international law.
 The international community is particularly called upon to provide protection for civilians in the oPt, as the IOF has escalated its attacks failing to observe the rules of IHL and is harming civilians.
 Al Mezan views the intervention of the international community as a legal and moral obligation as well as an urgent demand, particularly in the current situation.
 The IOF will abuse the silence of the international community to expand its ongoing aggression.
