Violations of human rights by Palestinian actors have continued in the West Bank and Gaza Strip.
Political detention represents the most dominating form of these violations, which aggravate the internal political split between Fatah and Hamas movements.
It has inflamed the internal split and has lead to acts of revenge in Gaza and the West Bank; especially as Fatah movement's sixth conference in Bethlehem is approaching.
Hamas movement and Gaza-Government made use of this occasion to exert pressure on Fatah movement to release the political detainees in the West Bank.
At the same time, Fatah threatens to take new actions if Hamas continues to prevent its members from traveling to the West Bank.
In the morning hours on Sunday 26 July 2009, the Gaza-Government's internal security apparatus has continued summoning Fatah's candidates to the movement's sixth conference to its offices throughout the Gaza Strip.
According to information obtained by Al Mezan, the internal security has been questioning the detainees about the conference.
It has also held their ID cards and passports while some of them were kept in custody.
It has released the detainees after giving them other summons to appear at the internal security offices in a few days.
Al Mezan knew that 227 out of 572 of Fatah candidates were summoned by the internal security.
The internal security apparatus is still summoning Fatah's member until the time this statement is released.
Al Mezan Centre emphasizes that respect of the public freedoms and human rights is guaranteed by the Palestinian Basic Law and other related laws.
Al Mezan also asserts that actions which harm the human rights and the public freedoms are considered violations of the law.
Al Mezan calls Gaza-Government to end the restrictions on the movement of Fateh's members and to end the violation of their rights in participating in the movement's conference.
Al Mezan calls Ramallah-Government to release all the political detainees and not to evade courts' sentences, as in the recent Sabri case.
Al Mezan calls on the two parties to return to the national dialogue and achieve national unity to stop the internal political division which, undermines human rights and freedom and is considered a main reason behind the increase in the violation of human rights by Palestinian actors in Gaza Strip and the West Bank.
