At approximately 9am on Sunday 26 December 2010, the Gaza Government's internal security apparatus summoned two doctors, Rami Abu Qasim, 36, who is a resident of Deir Al Balah town, and Wael 'Iliyan, 38, who is a resident of An-Nuseirat refugee camp.
The two doctors work for the Military Medical Services, which belongs to the Palestinian Authority.
They were kept at the apparatus office in Gaza City.
In his affidavit to Al Mezan, one of the doctors said that at approximately 8:30pm on the same day, the apparatus released them but after signing a declaration committing them to return to work at the services offices in Gaza.
It should be noted that the Palestinian Authority had instructed tens of thousands of civil and security employees in Gaza to stay home since the start of the internal political rift in 2007, when Hamas took over the PA installations in Gaza.
Other civil servants, especially teachers and health personnel, who complied with calls for strikes in 2008 have not been allowed to return to their jobs since then.
These employees are paid by the Palestinian Authority.
According to information available to Al Mezan, the summonses came as an attempt to force doctors who have complied with the PA’s decisions and stayed home to return to work.
