This report, submitted by Al Mezan Center for Human Rights, Ensan Center for Democracy & Human Rights, Gaza Community Mental Health Programme, and the Independent Commission for Human Rights, aims to bring the attention of the Committee on the Rights on the Child to incidents and policies in the occupied Palestinian territory (OPT) by Israel which violate the Convention on the Rights of the Child 1989 (CRC).
The report is not a comprehensive examination of all issues related to the implementation of the CRC in the OPT.
Rather, it should be viewed in conjunction with the Alternative Reports submitted by Defence for Children International Palestine Section.
The report specifically focuses on the following issues and articles of the Convention:   1.
General implementation measures (article 4) 2.
Definition of the child (article 1) 3.
       General principles (articles 2, 3, 6) 4.
The Closure system in the Gaza Strip 5.
Restrictions on movements and residency in the West Bank and Gaza Strip 6.
Operation Cast Lead, house demolitions, other military attacks 7.
Special protection measures (articles 22, 30, 32, 33, 34, 35, 39, 40)   The report focuses on issues affecting the implementation of the CRC for Palestinian children in the OPT.
It does not deal with the CRC in Israel or contraventions of the CRC by the Palestinian Authority.
The report covers the period immediately following the review of the State party’s first report under the Convention, and includes the period from 2002 to 2012.
