IOF Kills Palestinian Mentally Disabled Man, Al Mezan Condemns the Crime and Calls on International Community to Protect Civilians

On Sunday 4 November 2012, Israeli Occupation Forces (IOF) opened fire at Ahmed TawfeqAwad An-Nabaheen, 23, from Wadi Gaza village.
As a result, he was injured and the IOF hindered the entry of the ambulance.
An-Nabaheedwas bleeding for about five hours few meters away from the separation fence between Gaza Strip and Israel.
According to field investigations conducted by the Al Mezan Center for Human Rights, at approximately 7:30 pm on Sunday 4 November 2012, Ahmed An-Nabaheen left his home which is about 700 meters away from the separation fence and went to the east wards and approached the eastern separation fence between Gaza Strip and Israel.
The IOF opened fire at him and ordered him via loudspeakers to go home.
The IOF opened fire at him again and two flare bombs.
In their affidavits to Al Mezan, An-Nabaheen’s relatives stated that they heard the IOF loudspeakerswhile they were in their homes.
  An-Nabaheen stayed in the place until midnight as the IOF hindered the entry of Palestinian ambulance to carry him.
According to the ambulance driver, An-Nabaheen was found unarmed and lid on the ground.
He was admitted to Al Aqsa Hospital in Deir Al Balah.
Medical sources reported that he had sustained bullet wounds in the chest, abdomen, left thigh, and left hand.
An-Nabaheen’s relatives stated to Al Mezan that Ahmed was suffering mental disorder and he received medication at Al Aqsa Hospital and at Mental Health Hospital.
On 14 September 2012, he approached the separation fence and was arrested for three day by the IOF and was released on 17 September 2012.
He had approached the separation fence three times and the IOF had opened warning fire at him and forced him to go home.
  The Al Mezan Center for Human Rights condemns the killing of An-Nabaheen.
Al Mezan asserts that this crime is a clear evidence for the Israeli disregard for the civilians’ lives, particularly the permitted killing of An-Nabaheenwho was suffering mental illness and the IOF positioned near his home knows him and arrested him before.
The IOF knows well An-Nabaheen’s health condition; however, it opened fire at his upper part.
The IOF also hindered the entry of Palestinian ambulance for hours to rescue him.
  Therefore, Al Mezan calls on the international community to promptly intervene to protect civilians, end Israeli violations of international humanitarian law and human rights principles, and to bring the perpetrators to justice.
Al Mezan asserts that the failure of the international community to uphold its obligations towards Palestinian civilians has encouraged Israel to commit more crimes.
