In his affidavit to Al Mezan, Mr.
Basheer Hammad said he and his family had a Ramadan breakfast at the Al Bustan resort on the Gaza beach.
At approximately 11pm on Sunday 22 August 2010, they were on their way home when four armed men, two of whom with beards and two masked, carrying AK47’s and pistols, stopped their car.
They were dressed in black and driving a brown Mercedes.
They armed man forced Hammad to leave his car, which was driving on the Intelligence Street in the Al Sheikh Redwan neighborhood north of Gaza City.
Hammad said the armed men fired three bullets, which hit his left leg and left side.
A friend of Hammad’s who was driving his car behind Hammad's car carried him to the hospital.
Hammad is a lieutenant at the General Intelligence Apparatus of the Palestinian National Authority.
He, and thousands other security personnel, has been instructed to stay home since Hamas took over the Gaza Strip in June 2007.
Al Mezan Center for Human Rights condemns this attack.
Al Mezan is concerned about the continuous escalation of incidents in which small arms were illegally used in Gaza.
A few days before this attack a woman was shoot dead in front of her house.
The authorities in Gaza must seriously investigate this incident and bring perpetrators to justice without delay.
It is crucial to ensure that investigations are made transparent by disclosing their results.
Al Mezan reiterates its calls for controlling the proliferation and illegal use of small arms in Gaza.
The spread and misuse of these arms had destructive impacts on the security situation before 2007.
The authorities must act on their obligation to protect people through a sound process of law.
