Gaza police and Internal Security intended to ban any commemoration of the death of President Arafat.
They started such procedures on Tuesday and Wednesday, 4-5 November 2008.
Members of the Internal Security ordered print houses in Gaza not to print any materials or posters for Fateh without permit of the Ministry of Interior.
Persons who seek to print such materials have to apply for a permit themselves.
At around 11:00am on Sunday, 9 November 2008, clashes broke out among students of the Islamic Bloc and those affiliated with Fateh in Al-Azhar University.
The latter were sticking posters, images and banners on the University walls in preparation for commemorating the death of President Arafat, and the Islamic students tore them up.
On Tuesday evening and Monday, 9-10 November 2008, members of the Internal Security sent summon notes to dozens of Fateh members and supporters to appear in their local security headquarters.
Most of the summoned were well treated and only a few of them were beaten, including Jameel al-Madhoon, 19, a student of al-Azhar University.
Over 50 members of Fateh were summoned by the Gaza security forces and released later after a few hours of detention except four of them.
The released persons signed a pledge.
Below is an excerpt of it:
'I, the undersigned, undertake not to take part in any act that would disturb the public order and violate the law in Palestine.
I also undertake to abide by the decisions made by the government of PM Ismael Haniya.
'
On Monday evening, 10 November 2008, forces of the Internal Security visited a number of houses in different parts of Gaza city, especially in Shiekh Radwan neighborhood and the Beach Camp.
They ordered the residents of the houses to remove Fateh flags off their houses.
On Tuesday morning, 11 November 2008, they ordered school students who were wearing Arafat checkered scarf to take it off and hide it.
At around 5:00pm on Tuesday, 11 November 2008, Gaza police used force to disperse a woman's gathering at the unidentified soldier's square (al-Jundi al-Majhoul).
Women gathered and lit candles to commemorate the death of President Arafat.
