Ghazi Muneer Deeb Al-Jamala and his cousin Shadi Nabil Deeb Al-Jamala, (20 and 23 respectively) were killed in a family fight in Ash-Sheik Radwan neighborhood.
According to Al Mezan's investigations, at approximately 8pm on Tuesday 25 August 2009, a fight erupted between the Al-Bughdadi and Al-Jamala families.
The two neighboring families live in Ash-Sheik Radwan neighborhood in northern Gaza City.
The feud turned into a fight in which small arms were used, when a kinsman of the Al-Bughdadis, from the Lubbad family, opened fire and injured two men from the Al-Jamala family.
According to medical sources, Ghazi Al-Jamala was injured by a bullet to the heart.
He died 15 minutes later.
The same sources reported that Shadi Al-Jamala was injured by a bullet to the head and also died.
Directly after the incident, a group of men set fire to a white Mitsubishi owned by the Al-Bughdadi family.
According to the uncle of the killed persons, Basheer Al-Jamala, a number of armed men walked towards a gathering of the Al-Jamala family, shot their handguns in the air and beat a number of the Al-Jamala family members.
The police then arrived at the scene and contained the situation.
They arrested members of the Lubbad and Al-Bughdadi families.
Al Mezan Centre for Human Rights expresses its regret for the killing of two persons in this dispute.
Al Mezan calls for bringing the perpetrators of any crimes or felonies in this incident to justice.
It asserts the necessity of conducting a rapid and objective investigation, including into the use of small arms in the family dispute.
In the light of the information obtained by Al Mezan, it further asserts the necessity of:
1.
Controlling small arms, which should only be used by law enforcement officers to implement the law
2.
Dealing firmly with small arms when used in family disputes or crimes, regardless of the political or factional affiliation of those who use them
3.
Ending any interventions from any bodies or groups which allege they are assisting the law enforcement establishment in enforcing the law, except for those bodies authorized by the law.
Al Mezan cautions about the return of this type of lawlessness and lack of security due to the uncontrolled use of arms in Gaza if the government fails to enforce the law in a firm, and yet just, way.
