23 May 2006

The state of insecurity has further intensified and resulted in the augmentation of victims.
Clashes broke out yesterday between Palestinian Police and forces established by the Ministry of Interior, resulting in the killing an employee of the Jordanian embassy and injuring 5 Palestinians.
According to Al Mezan field investigations, armed clashes broke out on May 22nd at approximately 2.
45pm, between Palestinian police and the new “Protection Force" established by the Palestinian Ministry of Interior.
Clashes lasted over one hour resulting in the killing of Hassan Al Radaida, 53, a Jordanian driver at the Jordanian embassy and injuring Bilal Al Shawa, 21, Hassan Ajelan, 22, Abdul Qader Ajelan, 55, Khaled Mansour, 19, and Ahamdan Taher, 22.
According to available information, 19 armed persons in a white car opened fire at the executive forces located on the PLC- Police junction, and subsequently escaped.
The forces fired back; however the shooting accidentally hit police officials in Police St.
who thought they were targeted and returned the fire, which started the clashes which lasted for one hour.
Al Mezan Center for Human Rights condemns the ongoing state of insecurity and the augmenting number of victims; it expresses profound concern over the worsening of this state of insecurity due to increasing armed clashes between security officials and supportive forces established by the Minister of Interior, which have now become more common than family feuds or individual violations of the law.
These problems constitute serious risks to the Palestinian political regime; they are organized violations of the rule of law and form a major obstacle in the face of attempts to impose the law and regain order and security in Palestinian society.
Al Mezan Center calls upon the PNA to seriously deal with the situation and take decisions which would control security and order.
Further, Al Mezan emphasizes the importance of investigations into yesterday's clashes and bringing the perpetrators to justice; it reiterates that ignoring the law, dismissing investigations and misusing weapons all lead to an intensified state of insecurity and will encourage more extrajudicial actions.
Al Mezan Center for Human Rights warns about the consequence of clashes between the executive authority and its various institutions, which could lead to chaos and increase the number of victims and finally the destruction of the entire Palestinian political regime.
