A group of the Executive Force members broke into the campus of Al Azhar University in Gaza City and seized materials from its science laboratories.
According to the Al Mezan's field investigations, at approximately 9.
15am on Saturday 7 July 2007, the Executive Force broke into Al Azhar University in Gaza City.
They asked the guards to open the gate and refused to present any identification.
Sources at the University said the Force had not notified or coordinated with the administration.
The president of the University, Dr.
Jawad Wadi, and his Vice, Dr.
Jaber Ad Da'our arrived at the scene after the guards contacted them.
The Force broke into one of the laboratories and seized agricultural fertilizers, although they were told that the materials were used for the purposes of experiment and research.
The Executive Force did not report about or provided a record of the confiscated materials to the University's administration before they left.
However, the University obtained such reports after numerous contacts with the Force.
Al Mezan condemns this assault against Al Azhar University's campus as a violation of the provisions of the Palestinian Basic Law, which prohibits the entry, surveillance, or inspection of public or private property without a prior judicial order.
This conduct is also in breach of articles (19), (20), (21), and (39 to52) of the Palestinian Penal Code.
The Palestinian law clearly prohibits seizure of property without a due process.
Al Mezan calls for an investigation into the incident and restoration of seized materials to the University's labs.
The Center insists that all bodies must uphold the rule of law.
Any acts by individuals entrusted with the enforcement of the law must be carried out in such a way that is fully respectful of the procedures and limitations provided by the law.
