Gaza, 15 July 2025 – For the 21st consecutive month, Israeli forces have continued to carry out systematic mass killings, targeting Palestinian civilians in their homes, tents, shelters, and at aid distribution points. Starvation is being used as a weapon of war and to inflict genocide. The wounded and sick are being denied access to life-saving medical care as part of a calculated effort to create conditions of life intended to bring about the physical destruction of Palestinians in Gaza.
Israeli attacks have continued relentlessly across Gaza, with direct airstrikes targeting densely populated areas. According to the Palestinian Ministry of Health, 259 Palestinians were killed and more than 864 others injured between 11 and 13 July 2025. This brings the total number of Palestinian fatalities since the start of the genocide in October 2023 to 58,026, with 138,520 wounded. What follows is a list of just some of the major attacks that have occurred between 10 and 13 July 2025:
North Gaza Governorate:
● At approximately 11:10 pm on Thursday, 10 July 2025, Israeli forces bombed the Halima Al-Saadia School, which was being used as a shelter for displaced families, in Jabaliya Al-Nazla, northern Gaza. Ten civilians were killed in the attack, including five children and two women.
● On the evening of 12 July 2025, Israeli warplanes also targeted residential homes belonging to the Saad and Abu Warda families in the vicinity of Al-Nu’man Mosque, also in Jabaliya Al-Nazla. The airstrikes killed 15 civilians, including four women and seven children.
Gaza Governorate:
● On 12 July 2025, Israeli warplanes targeted a group of civilians waiting to collect drinking water in the Al-Balakhia area of Al-Shati refugee camp, killing 11 civilians, including eight children.
● The following morning, on 13 July 2025, Israeli airstrikes hit a busy marketplace near Al-Samer junction in the Al-Daraj neighbourhood of central Gaza City, killing at least 12 civilians.
Middle Area Governorate:
● On 10 July 2025, Israeli forces targeted a group of civilians near a medical point by Al-Zouari junction in central Deir al-Balah, as they waited to receive nutritional supplements for children. The attack killed 12 civilians, including eight children and two women.
Khan Younis Governorate:
Khan Younis Governorate has witnessed a sharp escalation in Israeli military operations in recent days, including intensified aerial attacks, ground operations with heavy artillery, the destruction of residential areas throughout the city, and the continued issuing of displacement orders.
● On 10 July 2025, Israeli military vehicles advanced westward from the Batn Al-Samin and Qizan Al-Najjar areas, reaching the Turkish Slaughterhouse junction, which overlooks several large encampments of displaced families. The forces proceeded to bulldoze both the cemetery and the tents of displaced people near the Al-Nesmawi neighbourhood. Under heavy gunfire and artillery shelling from tanks positioned on a nearby hill, displaced civilians were forced to flee en masse, abandoning their tents and belongings.
● During the same day, Israeli warplanes bombed a tent sheltering displaced families in the Al-Mawasi area, killing four civilians, including two children.
● Also on 10 July, Israeli forces targeted Al-Bursh School, which was being used as a shelter by displaced families near the Bani Suheila roundabout in eastern Khan Younis, killing seven civilians, including women and children.
● Later that evening, Israeli airstrikes hit another tent sheltering displaced people in the Al-Mawasi area, west of Khan Younis, killing five more people.
● On the following day, Friday, 11 July 2025, Israeli forces continued their advance to the west, bulldozing the Al-Nemsawi cemetery and the tents of displaced families in the surrounding areas. As a result, civilians were left trapped in a small, confined area near the coastline.
Forced displacement orders:
Israeli forces continue to issue new forced displacement orders across various parts of Gaza. In the Gaza Governorate, these orders have expanded to include all eastern neighbourhoods and even parts of the western areas, such as Al-Sabra and Tal Al-Hawa. In Khan Younis, the displacement orders now extend from the eastern neighbourhoods to the vicinity of Nasser Hospital in the west. Similar directives have also been issued in parts of the Middle Area Governorate.
These new displacement orders follow the near-total depopulation of northern Gaza, particularly the cities of Beit Hanoun, Beit Lahiya, and Jabaliya refugee camp. As a result, Palestinians have been forcibly crowded into extremely narrow areas that lack the minimum requirements for survival, amid acute shortages of food and water and the rapid spread of disease.
Regarding the continued issuing of displacement orders, N.A., a 60-year-old man, gave the following testimony:
“I have four children, all married, and we live in cramped tents in Al-Mawasi, Khan Younis. This is the ninth time we’ve been displaced since the war on Gaza began. Every time I pitch a tent and believe that I might finally stay until the war ends, I find myself forced to leave once more by a new displacement order. I dismantle the tent and, with no transportation available, my sons and I carry all our belongings with our bare hands as we trek long distances alongside women and small children.
I am an elderly man suffering from high blood pressure and diabetes, yet I cannot access any medication because it is blocked from entering Gaza. This constant displacement has worn me down. Every time we are forced to move, we have to start over – searching again for food, water, and a place to shelter. Everywhere is overcrowded. I truly don’t know how much longer we can go on living like this.”
Siege and blockade of Gaza:
Since 2 March 2025, Israeli forces have maintained the closure of all Gaza’s crossings, blocking the entry of humanitarian aid and using starvation as a weapon of war and to inflict genocide. This policy is being enforced amid an already catastrophic humanitarian situation, in which the population faces severe shortages of essential goods, basic services, and medical supplies following months of systematic destruction that has targeted all aspects of Palestinian life during the genocidal campaign, now entering its 21st consecutive month.
Thousands of families are no longer able to secure adequate food, and signs of widespread starvation, particularly among children, have become increasingly visible across the population.
The continued ban on the entry of fuel has further exacerbated Gaza’s humanitarian conditions. It has led to the shutdown of most hospitals and municipal services, as well as critical infrastructure vital for survival, including water wells, sewage systems, and waste collection. The situation now threatens to trigger a large-scale public health disaster, particularly as displaced civilians remain crammed into overcrowded camps and shelters. There are infestations of insects and rodents in tents and shelters, compounding the risk of disease and epidemic outbreaks.
Regarding the living conditions in displacement camps, T.A., a mother of three, gave the following testimony:
“I am married and have three children. We live in a ragged tent near Gaza’s port. My children suffer from severe skin infections due to the lack of water for bathing, the overcrowded conditions of the camp, and the prevalence of mosquitoes, rats, and insects I’ve never seen before. I’ve taken the children to the hospital several times seeking treatment. Each time, I was given a type of ointment that slightly relieves the itching but does not heal the infections. All I want is to return to my home and care for my children in a safe and healthy environment.”
The ongoing blockade has severely undermined the ability of both local and international humanitarian and health organizations to deliver essential services. Many have been forced to suspend their operations due to repeated targeting of staff, depletion of aid and medical supplies, and a critical shortage of fuel.
The United Nations Relief and Works Agency (UNRWA) has warned that fuel levels in Gaza have reached critically low levels. Without sufficient fuel, the entire humanitarian response is at risk of collapse. According to UNICEF, between the start of 2025 and the end of May, 16,736 children – an average of 112 per day – were admitted for treatment of malnutrition in Gaza. At the same time, premature babies are being born with unprecedented genetic abnormalities, a consequence of catastrophic health conditions and the severe shortage of medical supplies across Gaza.
Collapse of essential services:
Hospitals and clinics in Gaza have been forced to reduce their services to the bare minimum. According to the Palestinian Ministry of Health, thousands of people, particularly children, are presenting at medical facilities suffering from malnutrition and anemia. Due to the ongoing ban on the entry of essential medicines and medical supplies, hospitals are unable to provide adequate care. The Ministry reported an alarming increase in severe malnutrition and weakened immune systems among children, with 67 child deaths recorded so far as a result of these conditions.
In addition, the Ministry has reported a troubling rise in meningitis cases, attributed to the collapse of the healthcare infrastructure, the destruction of hospitals and primary care centers, and the inability of medical facilities to provide emergency response services. The disease is spreading rapidly, particularly in overcrowded displacement shelters, where access to clean water is limited and sanitation conditions are extremely poor.
In light of the worsening malnutrition crisis, S.H., a father of three, gave the following testimony:
“I am married and the sole provider for my family. Two of my children, aged four and six, have been diagnosed with malnutrition. We survive on just one meal a day – usually a piece of bread and some water. The hunger has become unbearable, especially for my young children. I often borrow flour from neighbours to feed my children. There’s nothing available in the markets, and when food can be found, the prices are unaffordable. I have no source of income. Even when I take my children to the hospital to get nutritional supplements, nothing is available. My children’s bodies are growing weaker by the day, and I fear I may lose them.”
As a result of severe hunger and malnutrition, tens of thousands of Palestinians have been forced to seek aid at the Gaza Humanitarian Foundation's aid distribution points, which operate under dangerous and degrading conditions. Civilians are compelled to crowd around these sites in search of food, where they are routinely exposed to sniper fire, shelling, and mass killings by Israeli forces. Every day, people are killed while trying to secure basic sustenance. On 12 July 2025 alone, 27 civilians were killed near the Al-Shakoush point west of Rafah. Between the opening of these points on 27 May 2025 and 13 July 2025, Israeli forces killed at least 833 Palestinians and injured more than 5,432 others, according to the Palestinian Ministry of Health. Many of the victims were targeted while gathering to receive aid or while standing near humanitarian trucks.
Regarding the Israeli attacks at aid distribution points, M.M., a 47-year-old married man and father of five, gave the following testimony:
"I used to work as a tailor, but since the war began, I have lost my job and have no source of income. We relied entirely on aid from relief organizations – especially the hot meals provided by charity soup kitchens. But after those kitchens shut down due to the blockade on food supplies, we were left with nothing to eat. Occasionally, my brothers and relatives help us, but it’s never enough. They’re also starving, just like we are.
On 12 July 2025, I went to the aid distribution point west of Rafah. When I arrived, thousands of people had congregated, waiting to receive food. Suddenly, Israeli forces opened fire on us from drones and tanks. I saw many people fall to the ground. I ran for my life – I had come for food, not to die.
When I returned home empty-handed, my family was waiting anxiously. I couldn’t hold back my tears – tears of pain and helplessness – as I stood in front of them with nothing."
While continuing to block the entry of humanitarian aid, and as famine spreads across Gaza, Israel is also implementing a systematic policy of targeting fishermen along Gaza's coastline. Israeli forces have repeatedly attacked fishing boats and equipment, destroying critical infrastructure and preventing fishermen from accessing the sea to catch fish, despite the severe food shortages. These attacks have resulted in casualties and injuries among fishermen.
On 12 July 2025, the Israeli military issued a warning prohibiting Palestinians in Gaza, including fishermen, from entering the sea. This measure further exacerbates the suffering of fishermen, hungry civilians, and those seeking relief from the oppressive summer heat while living in overcrowded displacement camps.
Conclusions and recommendations
Al Mezan strongly condemns Israel’s ongoing genocide and the systematic mass killings perpetrated through relentless military attacks and the deliberate targeting of civilians. Israel’s continued use of starvation as a weapon and to inflict genocide, the complete closure of Gaza’s crossings, and systematic targeting of vital infrastructure have all severely exacerbated the humanitarian crisis. By intentionally targeting food and water sources, the healthcare system, and humanitarian aid workers, Israel is imposing conditions of life aimed at bringing about the physical destruction of the Palestinian population in Gaza.
Al Mezan reiterates that Israel’s ongoing genocide, its obstruction of humanitarian aid, and its enforcement of a tightly controlled aid distribution mechanism in designated areas are part of a deliberate policy aimed at inflicting severe harm on civilians, making life in Gaza unlivable, and advancing plans for the forced displacement of the population. These actions are in blatant disregard of international treaties and resolutions, most notably, the International Court of Justice’s provisional measures orders under the Genocide Convention, which demand the protection of Palestinians in Gaza. Instead of complying, Israel has intensified its genocidal actions and continued blocking life-saving assistance.
Al Mezan reiterates its call on the international community to immediately intervene and put pressure on Israel to end its genocide, impose an immediate ceasefire, end the use of starvation and collective punishment as weapons of war, and ensure the protection of civilians in Gaza. The blockade must be lifted immediately and unconditionally, and humanitarian aid must be allowed to enter at full capacity without obstruction. Al Mezan also calls for the activation of accountability mechanisms to end the longstanding policy of impunity, including the enforcement of arrest warrants issued by the International Criminal Court against Israeli officials.
