Joint Urgent Humanitarian Appeal

Gaza is experiencing a deliberate and comprehensive starvation campaign under the full Israeli blockade enforced since 2 March 2025. This blockade, intentionally employed as a weapon of war and collective punishment, constitutes a central pillar of the ongoing genocide targeting the Palestinian population in Gaza since October 7, 2023.

More than 130 tons of humanitarian aid and fuel have been denied entry at the Rafah Crossing, where they have remained stranded for weeks—potentially rotting—amid soaring temperatures and worsening conditions.

As a result, essential supplies—including food, medicine, infant formula, fuel, and clean water—are no longer available, leading to the collapse of vital services. Over 1 million children are experiencing acute food deprivation; more than 3,500 children under the age of five are at imminent risk of starvation, and over 50 children have already died as a direct result. An additional 290,000 people stand on the brink of death. More than 70,000 children have been hospitalized due to acute malnutrition, and infants and nursing mothers are unable to access the nutrition they need.

As part of this starvation strategy, Israeli forces have deliberately targeted 37 humanitarian aid distribution centers and 29 community kitchens. Bakeries, warehouses, and communal kitchens have shut down, many of them closed for over 40 days due to the lack of flour and fuel. More than 50% of households have run out of flour, and the limited remaining supply is sold at unaffordable prices—up to 1,500 shekels (USD 420) per 25 kg sack. Families are forced to resort to improvised and unsafe substitutes to feed their children, many of whom go to sleep hungry every night. Access to clean drinking water has become nearly impossible, further exacerbating already dire conditions.

These crimes occur in blatant violation of:

· The International Court of Justice's provisional measures (South Africa v. Israel),

· UN Security Council Resolution 2720 (Dec 2024) calling for unimpeded humanitarian access,

· And repeated urgent warnings from UN bodies, including OCHA, UNRWA, UNICEF, and the High Commissioner for Human Rights.

The State of Palestine has officially declared Gaza a famine zone. According to the Integrated Food Security Phase Classification (IPC), the entire population of Gaza is experiencing acute food insecurity, with over 80% entirely dependent on humanitarian aid for survival.

In light of this, we jointly call on the international community to:

·       We call on all member states around the world and the United Nations to take immediate and decisive action to pressure for permanent seize fire, protection of civilian's and end the inhumane Israeli blockade of the Gaza Strip and to ensure the sustained and dignified delivery of humanitarian and relief aid that upholds the rights and dignity of the civilian population.

·       We urge states, ambassadors, and consuls to exert meaningful political and diplomatic pressure on the occupying power to halt its ongoing aggression and acts of genocide, and to uphold its obligations under the Three-Phase Ceasefire Agreement announced on January 15, 2025, as well as UN Security Council Resolution 2735, adopted on June 10, 2024, calling for a ceasefire.

·       We call on the UN Secretary-General to invoke Article 99 of the UN Charter, and to formally alert the Security Council to the threat posed by the situation in Gaza to international peace and security. This must include an urgent call for a full ceasefire and the immediate lifting of the blockade.

·       We call all nations to join a humanitarian aid convoy coordinated by international human rights organizations, to be delivered through the Rafah Crossing under the escort of official diplomatic missions. We also call on the Egyptian authorities to facilitate its safe and unhindered passage.

·       We urge the international community to take a clear stand against Israel’s proposed aid delivery mechanisms, which bypass UN agencies and established humanitarian actors, and to firmly reject the politicization of humanitarian assistance.

·       We urgently call on the international community to unequivocally support the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA)—legally, diplomatically, and financially—recognizing its indispensable role in sustaining humanitarian operations in Gaza and preserving regional stability.

·       Call on the European Union and its Member States to respond to Israel’s continued violations by suspending or terminating the EU-Israel Association Agreement under Article 2, which makes respect for human rights a fundamental condition of the partnership. We join the growing demands from several EU countries, including France, Ireland, Spain, and Belgium, calling for a comprehensive review of this agreement in light of Israel’s conduct in Gaza.

·       We call on the international community not only to intervene immediately to end the blockade and secure a permanent ceasefire but also to initiate concrete accountability measures against the State of Israel for its grave breaches of international humanitarian and human rights law.

A Final Word

The continued silence and inaction of the international community risks legitimizing mass atrocity crimes and undermining the international legal system. The people of Gaza are starving in full view of the world. This is a moment of moral clarity. Action must replace statements. Justice must replace delay.
