At approximately 8:00 pm on Thursday 29 March 2012, Mohammed Mousa Al Ghoutti, 26, sustained a bullet wound in the left leg. According to Al Mezan’s field investigations, the incident occurred in the course of a police force’s pursuit of a detainee who had escaped from the local Internal Security Apparatus office, in the southwest of the Tal As-Sultan neighborhood of Rafah.
