At approximately 11am on Wednesday 9 February 2011, the Police Department of Associations Security, which belongs to the Ministry of Interior in Gaza Government, informed Mr.
Iyad Sobhi Awadallah, commissioner of the Palestinian Association for Scouts and Leaders in Rafah, that the Association offices throughout the Gaza Strip were closed.
In his affidavit to Al Mezan, Awadallah said that the police told him that he would be held responsible in case he carried out any activities as a commissioner at the Association, and had him sign a declaration committing himself to this.
